I plan on using one for the next "boss" in the mission-style game I'm running, and if there's a good one out there already (and there probably is) it would save me the time needed to create it.
There's the Dragon Herald archetype, here. It's kobold-only, but there's no real reason that you as a DM can't ignore that bit and justify it with some connection to dragons in the backstory.
Dervish of Dawn is unfortunately more about "dervish" and not at all about "dawn."
