I'm pretty sure on this, but I would like confirmation from more experienced individuals.
If my two normal hands are holding something and I want to cast a spell with a somatic component, does having a free Vestigial Arm count? What about similar effects that grant extra hands (if there are any)?
Yes, it acts as a normal arm. It can wear a ring and a hand item but it does not increase your limits on those items.
