Advanced Race Guide: Samsarans
Any spell selected with the mystic past life alternate racial trait must follow the same guideline used for determining the spell level for a scroll found on page 25 of the Pathfinder Society Roleplaying Guild Guide.
The PFS Guide was changed, it is now page 21.

Related to the Additional Resources: The organized play FAQ has now been updated with new/updated entries for poison use, Tiny equipment, the fitting armor enhancement, saddles, animal companions, and more.

Maouse - I think you are confused about what John was saying. Ultimate Wilderness was added to the additional resources in March 2018 along with the products through November 2017. The additional resources from November 2017 did not include them. They weren’t legal for PFS until March 2018. Only the most recent Additional Resources matters for determining what is legal or not. Changes that are new since the last Additional Resources appear in red, regardless of when those products were actually released.

So yes, Ultimate Wilderness is legal as of March 2018 with the restrictions mentioned in the current Additional Resources.
