In all honesty the retraining rules and their inherent restrictions are best enforced when a character is using them to actively become more powerful [take an option they couldn't take before, or trade in an option that's fallen out of use in favor of one that's gaining steam at the current level] rather than when something genuinely isn't working out for the player in terms of fun or being a reasonable contributor to the party. In those cases I hand out changes [either retcons or changing it somehow within the story case by case] for free.

Personally I'm surprised that none of the characters in my Game have requested retrain of at least Hp. It's a Kingmaker game so they have the time and most have almost died already.

Retraining hit points takes 3 days and requires you to spend time at a martial academy, monk monastery, or with some kind of master of combat who is at least one level higher than you. At the end of the training period, increase your hit points by 1. You can retrain hit points only if your maximum hit point total is less than the maximum possible hit point total for your character.
They are the highest level people in their Kingdom. Maybe I should introduce a wandering Marshal Artist.
Re-read the retraining HP requirement, there is an OR, no need for a higher level character, you just need a monk monastery or martial academy.
