Base Price of +2 Armor = 4000gp
Base Price difference = 5000gp
Time Required Crafting magic armor requires one day for each 1,000 gp value of the base price.
It will take you 5 days at 8 hours per day. If you can make the check with a +5 to the DC, you can half the amount of time needed (1000gp per 4 hours versus 1000gp per 8 hours).
Edit: Base DC of +3 armor is 14.

The cost to add additional abilities to an item is the same as if the item was not magical, less the value of the original item. Thus, a +1 longsword can be made into a +2 vorpal longsword, with the cost to create it being equal to that of a +2 vorpal sword minus the cost of a +1 longsword.
(You'll find that in the Core Rulebook in the Magic Chapter)
So adding abilities costs whatever the new item costs minus the price of the old item.

A +3 suit of armor costs 9,000gp and a +2 costs 4,000gp. Subtract the two is 5,000gp.
That's the price (retail) to upgrade this armor. If you do it yourself you only pay half that base price, but 5,000 is still the base price for the upgrade.
The creator also needs a fairly quiet, comfortable, and well-lit place in which to work. Any place suitable for preparing spells is suitable for making items. Creating an item requires 8 hours of work per 1,000 gp in the item's base price (or fraction thereof), with a minimum of at least 8 hours.
You have the price, 5,000gp. The time is 1 day per thousand, so 5 days to make this upgrade.
