The trait is "On Guard" and it reads thus...

You gain a +1 trait bonus to Initiative checks, and if you are able to act during the surprise round of an encounter, you can draw a weapon (but not a potion or magic item) as a free action during that round.

Does that mean you can, in this very specific situation, draw a concealed weapon as a free action? Considering the limited scope of the trait, I'm inclined to say yes. Thoughts?

It's actually called Watching Taldor, FWIW.

I'm assuming you're quoting the d20pfsrd version, which had to be changed due to copyright.

That being said, nothing in the trait calls out that it can be used with hidden weapons, so err on the side of the conservative (that it can't).

Nefreet is correct. A concealed weapon has special limitations on how quickly it can be drawn. This trait doesn't override that.

If the weapon is easy to get (like in a scabbard or sheath), then it's a move action to draw. If it's not (like in a backpack, or otherwise concealed), then it's at least a standard action to draw.

The rule:

Pathfinder SRD, Actions in Combat, Draw/Sheathe Weapon wrote:
Drawing a weapon so that you can use it in combat, or putting it away so that you have a free hand, requires a move action. This action also applies to weapon-like objects carried in easy reach, such as wands. If your weapon or weapon-like object is stored in a pack or otherwise out of easy reach, treat this action as retrieving a stored item.

This trait doesn't specify, but since concealed weapons are unusual, the assumption would be that no mention of unusual situations means they're not covered. Or conversely, only normal situations are covered unless extra text is supplied to cover the unusual situations.
