I have an idea for a character, but I need to verify the way the rules works.
I'm wondering if I can use the "Adopted" trait to get "Shoanti Tattoo" even though my character is not human?

Shoanti Tattoo is legal, so is Adopted, Shouldn't be any issue whatsoever. Mind you won't be able to pick another social or race trait as your second trait, and those two categories have some nice traits.
Also, proficiency in Earth Breakers, Bolas and Klars? Bloody score for 3/4 BAB classes that don't get martial proficiency.

Yep that is the purpose of the Adopted trait. To be able to get traits, not racial traits, that belong to specific races when your character is a different race.
For instance, it wasn't uncommon for characters to be adopted by Aasimar just so they could get the "Enlightened Warrior" trait for their nonAasimar monk characters. This was back when Aasimar and Tiefling were more common than the grass beneath the adventurer's boots.

Actually Pleiades, that's exactly what I thinking of using it for. Gaining those proficiencies for an alchemist that I want to try doing more melee with.
I ended up just dipping a level of fighter with my half-orc alchemist, it got me a combat feat and heavy armor proficiency as well, but for some people the delay of discoveries and bomb damage progression might be undesirable.
