Yeah, that would kinda...suck.
I mean, it sounds cool on paper, but then you consider that it basically means that anybody who plays through Hell's Rebels gets to have all their work undone right after. I mean, sure, you don't have to run through it, but just knowing that within the "AP canon" your efforts are meaningless? That would disappoint me. And we wouldn't get to claim the usual "no continuity between APs", either, because this is explicitly building on the old continuity.
I know I could ignore it, but honestly, I'd rather play an AP that doesn't come with a prewritten script allowing a mismatched band of nobodies to come in and undo everything I've worked so hard to achieve. ;D

I think its two parallel stories taking place in different parts of the empire. There are rebellious uprisings everywhere, and in the first AP the heroic PCs liberate the region of Kintargo from Cheliax, while on the other side of the empire a sister rebellion is crushed by the evil PCs in the second AP.
