Can you utilize the Paths We Choose chronicle sheet awarded to a Non-Core PC to give the bonus to a new Core-Only PC?

No, boons awarded from playing Normal PFS scenarios can't be used on Core characters. Likewise boons awarded from playing Core PFS scenarios can't be used on Normal PFS characters.

Almost certainly not.

You are required to include a copy of the Chronicle Sheet with the new character's records. If a character has a chronicle earned in a non-core play session (even if earned by a different character), it isn't legal for play in a Core-Only session.

The same goes for any "scenario boon" that you earned after playing through a PFS scenario (or module/AP).
