The title of the thread show quite a misunderstanding of these concepts. In this sort of game its not your character XP/build or gear that really matters its your in game experience and what friends you can bring to the fight.
If it's the thread title that's made you come out swinging, I think you're misunderstanding a few things yourself.

Three different goals:
1. Be really good at PFO. Be one of the legendary players in your role.
2. Max out a role. Reach Level 20 with all your role's feats at maximum power.
3. Rack up more xp than the people who started playing during Month 1, on a character that started in Month 6.
Goal 1 is possible for anybody, no matter when they start playing. As with EVE, player skill and experience can allow a lower total xp character to routinely beat higher total xp characters (in combat PVP, or market PVP, or any other realm in which you want to outperform someone).
Goal 2 is possible for anyone, but it's going to take years, as discussed earlier in the thread.
Goal 3 is just not possible. The game isn't written that way. However, see Goal 1.

How do you "switch instantly" between roles? I haven't seen any phone booths in Golarion, otherwise don't you have to switch your weapons/implement/armour/armour feat etc... Or are you counting just switching out your weapons as switch roles?
If you were carrying a great sword Set 1, and a staff in Set 2, then I can see how switching weapon sets would be similar to switching roles.

Yes, you can be an Archer for one weaponslot (Bow + Trophy Charm) and a Cleric in your second (Focus and Holy Symbol).
The feats you slotted (armor, Role) will not change off course, so either you pick the best for one role, or mix and match. Mixing and matching may not give you the max out of a Role but it is certainly possible. And fun. :)
I am sure that Heavy armor + Mage will at some point not be very viable anymore when they implement Arcane penalties to heavy armor. Medium Armor, Archer and Cleric are a better combo.
And you can always slot another Role feat, just not instantly. Though carrying a extra set of armor may not always be wise so switching armor feats probably will happen less.
I think the Role system is one of the absolute beauties of PFO.
