Running games for level 11 and up

I've just finished running a pbp for Reign of Winter book 3 as a sanctioned module. One of the players asked about the later books. His character survived and he also has another character who has completed Eyes of the Ten.

What are the rules about running a sanctioned module with characters past level 11?
If I run a module for level 11 characters, can a level 13 character also join if he in in-tier?
Do I need special permission to run a game for characters above level 11?

You just organize it like any other module.

The two exceptions are Eyes of the Ten and Wardens of the Reborn Forge.

Eyes of the Ten can only be played by characters with 33xp.

Wardens has its rules spelled out in the Player Guide.

Each Module has a download link under the Additional Resources page. Each module (or adventure path adaptation) supports a specific level range. Only characters in that level range may play that module or adapted adventure path.

Reason I asked was that for one of the books, the level range was 11 to 13. I was wondering whether there was any problem with level 11 and level 13 characters playing in the module together since the level 13 would be a seeker.

It would be no different than a level 1 and level 3 playing together in a 1-3 module (like part 1 of Dragon's Demand).

Being a seeker isn't that much of a deal anymore. It just means your level is too high to play in any regular PFS scenario. But as long as the tier permits, a 13th level character can play with an 11th level character in a module.

Indeed, it might be a role-playing opportunity for a Seeker to guide and mentor a senior Agent.
