so, who is allowed to be a event organizer, asking cause our VC says only he is allowed to GM events. This seems unfair to players who can not make the weekend scheduled events, but show up during the weekday and the store and several people have a S&S that they are left out. Also not fair to our VC cause he is now tied to being their every end. Also the store is a official PACG location, and I and a few others are GM's for PFS. On closing far as I know only the store and the VC have access to the scenario's, If the store employee's can at least sign off, would allow for those that can not make the weekend events to get proper credit.

The store should be able to create and report their own events if they have access to the scenarios.

There is no table "judge" in the case of PACG like there is in PFS where true GM's are utilized, so anyone can sign the GM box. This makes a sticky situation for people who play solo, but that alone is strange for organized play, sort of an oxymoron. Basically you just need someone at the table to sign all the sheets as a "witness" and preferably they would be the one to do the reporting.
If your VO will not let you officially play without him being present I would strongly suggest you encourage him contact the campaign leadership for clarification on his decision. I am not aware of any posted ruling to support that, especially since Paizo gives a base set to every supporting store so that they can run games without a VO being present.

At the end of the day, you don't need his permission for anything. Showing he is incorrect is a good idea, so he doesn't tell other people they can't play without him. However, if he refuses to believe you, there's nothing more you can do.
In the end, just go to the store, explain the situation so he can't tell them you aren't able to play without him, and do it. Set up events, go to the store and play, and report when you're done. There is no involvement needed from him, and hopefully you can explain to him how it works, but if you can't then there's nothing you can do and you just play anyways.
