The first power is like Merisiel's evade, but slightly toned down.
The second power is to help them be more supportive.

First of, your skill feats are missing.
Secondly, your powers are worded really odd. I know what you want to say, but they sound really odd.
And you have to drop the power feat of your second power. As you worded it, you can recharge a Ranged Weapon if you lost it by taking damage. I can´t believe that is the intention.
(You might want to word it like this: When you play a Weapon with the Ranged trait, you may recharge it instead of discarding it.)
The card list looks good.

I agree with most of what Fenris is saying. Also, I wanted to clarify the point about the recharge effect, since it seems your were using it in comparison to Damiel's potion power. The difference is that his only works on banishing, and thus cannot be used when taking damage. But since discarding is how you take damage, it would apply in this case, hence the power issue. A possible replacement to the power feat would be a shuffle clause (similar to Valeros).

Hey guys, took your advice, and modified the powers' wording. You were right, it sounded ok at first, but when I thought about it, with the upgraded second power, you could just discard a ranged weapon and instead recharge it (which wasn't my intent). Thanks so much for all your help! Next up, roles!

As with the fire mage, here's the rogue's role.
Ranged Rogue

The feeling behind this is a further development in the ranged rogue that is almost a scout. Seeing the top card is preparation, as with the weapon pick up so it allows the rogue to use ranged weapons to support allies during their combat checks and still able to hopefully have a shot at having a weapon on their turn. The strength for dexterity swap was based on the idea that while the character isn't physically strong, the ability to know pressure points and to direct a small amount of force into the weakest spot. The damage reduction is almost like preparing before a battle and being quick and nimble.

A lot of cool ideas here, maybe too many. You have 8 more powers. I'm not quite sure how the top card revealed power works. Do you turn over the top card of the rogue's location at all times? If so, that's extremely powerful. Even a once-a-turn reveal is powerful. And the ability to ignore all before and after damage is really good too.
So maybe you gotta pick and choose some.

What race is your character? Sometimes powers can relate to their origin such as halflings or gnomes getting benefits when fighting giants.
Before and after encounter damage reductions would be typical of a Drow for instance.
If you had a Drow rogue then the Charisma die would be lower as they don't mix well.
A goblin wizard would probably be a fire focussed one whilst a Samsaran wizard can use their blood to heal others.
When homebrewing a character we decide on race and class so we can then use both elements to develop powers and stats.
I like the play with top card revealed power. We have a sorcerer with a Seer based role who does this. The power only works on their turn and the location deck is shuffled at then end of their turn to create a fogginess at the location for the other characters.
