Small or smaller creatures gain a size bonus to attack rolls that (in most cases) compensate their low STR. They still need 'Weapon Finesse' for DEX to hit on melee attacks. (exceptions are familiars)
Your attack bonus with a melee weapon is the following:
Base attack bonus + Strength modifier + size modifier
Their is a size modifier table that gives you following bonuses:
small +1, Tiny +2, Diminutive +4, Fine +8

Which is frankly ridiculous. (I agree that you're correct on the rules - it's just ridiculous.) It makes it so that housecats have a good shot of bullrushing gnomes.

I've had a housecat come close to bullrushing my 300lb self. No problem believing it could be done to a sub-60lb gnome.
Didn't that happen in a movie once? Housecat against a leprechaun or imp or something. I'm thinking it's that 80's series-of-bizarre stories one. Clean-freak guy gets invaded by bugs, some dude betting people's lives that they can't make him laugh...
