I am still new to the society so you will have to pardon me if my question sounds dumb. I just got the new Pazio ACG and saw flamboyant arcana under the magus heading on pg 104. Although the Archetypes are legal for play, this is not directly under an archetype (although it does fall within that page range). So is this arcana PFS legal?

Actually, it wouldn't be legal, because its not an archetype or part of an archetype.
So, by that logic, none of the rage powers or alchemist discoveries would be legal.
Which I would be ok with believing except they specifically call out order of the beast as illegal which would already be illegal by your logic.![](/WebObjects/Frameworks/Ajax.framework/WebServerResources/wait30.gif)

Be that as it may, the only content that the Additional Resources say is allowed on pages 75–133 are the archetypes barring those it excludes, it the rage powers, alchemist discoveries and arcana were legal the additional resources need to state such. In fact the order listing is the only thing that calls out something that is not legal for the Advanced Class Guide, as everything else says "these are legal except"

I think what is throwing me off is the consistency.
What is really missing from this entry on the additional resources is "All material from this book is legal for play except as noted below. Some rules elements are legal but function differently in Pathfinder Society Organized Play, as described." as what is included under the APG. I suppose that the order of the beast entry is what is confusing, unless it is PFS intention to have the orders work as archetypes. Without that statement or further clarification it is defiantly not allowed per RAW.
