I don't know what Recovered Rage does.
Skald's Vigor only applies to yourself when you're accepting the Rage Song bonuses, and it scales off of the Strength modifier it grants you. So really, it's only great for sustaining in combat, or using outside-combat healing if you don't want to burn CLW charges.
That being said, I don't recommend either of them. Unless Skalds don't get access to Cure spells, or you already have a healer in the party, Skald's Vigor is pointless to take, and doesn't seem like much of a feat, since the only time it could be useful is in the lower levels when you have barely any hitpoints to begin with.
Simultaneously, Recovered Rage seems to imply that it grants you performance rounds back, though I don't know what it does, and if I don't know that, I can't help you with it.
I suggest you get Improved Initiative or Lingering Performance instead. (You shouldn't even need the Extra Performance feat unless you're dumping Charisma like a madman.) They're simple, but for a Bard who gets buffs and the like, it's crazy important for them to take.

Recovered Rage
You regain rounds of rage or raging performance when you drop a foe.
Prerequisite: Rage or raging song† class feature.
Benefit: Whenever you reduce a foe to 0 or fewer hit points while you are raging or using raging song, you regain 1 round of rage or raging song (your choice if you have both abilities), as long as the number of Hit Dice that foe possesses are equal to or greater than 1/2 your character level. You cannot use this feat to regain more rounds of rage or raging song than your daily maximum number of rounds.
That's actually pretty neat, but it relies on the skald being the one to drop the target to 0 HP or lower.
I'd second Improved Initiative. Going first is what all the cool kids do!
