All the PAGC sets are thematically based on Pathfinder RPG Adventure Paths. Skull & Shackles is a pirate-themed adventure path. (I suspect that the Skull is the one on the Jolly Rodger, while the Shackles are the islands home to many pirates in Golarion, the world where these events take place).

The Skull & Shackles (the big image on this page) is the flag of the Shackles nation- a vast archipelago of scattered tropical islands ruled over by dozens of Pirate Lords who in turn answer to the Hurricane King.
As for dice, no idea. The skull & shackles campaign dice are yellow as is the main colour of the art for the Adventure Path.

thanks. thinking of it as The Skull and Shackles, the name makes sense
