Well that's... interesting.
Most obvious answer is dex-based martial. Maybe Dawnflower Dervish Bard so you can do dex-to-damage at level 1. If not, you're going to want to take a fighter level at 2 just so you can Dervish Dance because you will be useless before you do.
...Actually, what's the starting level for this campaign? You couldn't possibly be starting at 1 with 29 dex, right?

1st level 29 dex template cheese, tiny creatures have a reach of 0 though is the only problem and scimitars don't have reach without lunge and you can't make AoOs with that
On the other hand a few levels of rogue, and I can't believe I'm saying this, would not hurt this person, vivisectionist alchemist won't be bad either. With that 29 Dex right out of the gates all he needs is a scorpion whip and weapon finesse and he's golden. Heck with the +2 from being tiny and the huge boost of Dex he might even be able to dual wield and hit fairly often.
He could even get reduce person to go down to dimminutive and increase his bonuses further and still have the reach to attack with.

Why not ranged? Gunslinger sounds like it would be pretty brutal.
Gun slinger would work, but pretty much no other ranged option. Crossbows and slings are already bad, and bows he'd be taking a strength penalty on.
Further he won't get Dex to damage until level 7 on his little fey goblin, and bows he can never get it on, as agile is for melee light weapons only.

Actually blasters tend to provoke reflex saves. Actually, I believe that necromancy might be your ideal school for ranged touch attacks. But you can be a generalist, like a sorcerer. Your ability to have great initiative and hide yourself would greatly influence your power as a caster. While you won't get the most direct bonus from your DEX bonus, overall your character will likely be far more effective.
