Hello all, I am sure this is covered but there is so much content that I seem to be in a maze and need some help.
So here is my predicament regarding item creation and questions.
My player who is an elf wants to have a cloak of blend (spell "blend")
Its level 1 and wondrous item creation feat is 3rd and Use-activated or continuous is 1,800 gold
So 1x3x1800 = 5400 GP
Now, I know the spell offers 4 + on hide checks and pretty much is hide in plain sight. (blend spell).
So just want some confirmation that regardless of what the spell offers regarding skill bonus's does it increase the cost or am I missing something?
Is there a limit as to what equipment can be imbued with spell abilities or created?

            Why would you want a continuous item of blend? As soon as you attack the spell ends and your item has no way to "turn back on."
You are better off going with /day standard action uses as brf suggests.
Presumably what your player really wants is +4 Stealth with hide in plain sight, active all the time. So you should price it like that.
+4 stealth is 1600gp, standard skill bonus
Hide in Plain Sight is an oddball; most stealth based characters that don't have it would pay through the roof to get it.  I'd say about 10,000 for this effect, half of a ring of invisibility.
Since they are both on the same slot we get 10,000+1.5*1600=12400gp for your cloak.
Custom item creation can be tricky and I don't really recommend it until you are very comfortable as a GM. There is nothing wrong with restricting players to book items.

            Is there some documentation that I can read on this stuff? The book only goes so far...
Have a look at the posts on wondrous item creation on this forum. Just seeing the ones from the last week will show you the nearly universal advice to new GMs of 'don't allow any custom items until you are comfortable with the items already available'.
It's very hard to remove an item from a player even if it's overpowered than it is to say no beforehand.
In this case, would you be happy with the character having a ring of invisibility? And being able to sneak attack every round?

            Yea certain abilities have no price and should be priced based on usefulness and difficulty to gain (such as evasion)
any standard type of bonus to abilities or skills is listed in the magic item creation guidelines and using spells as permanent effects should be priced using the bonus they give not just the spell formula
This avoids the ring of True Strike type items
