Whirlwind(Air Elemental)

Are there rules for how strong the air for an air elemental's whirlwind special ability is? This came up during a fight with a conjuration wizard and he had fog cloud, stinking cloud, and cloud kill out at the same time. Would the air elemental be able to disperse the previously mentioned effects?

I'd say so since an air elemental can pick up creatures one size category smaller than itself. I would say that requires winds in excess of 21 mph.

20 mph winds happen all the time, but they never pick up small children. Same for 30 mph (solid fog).
