So say a human is wearing a breastplate (medium armor). It is clear that his speed drops to 20'. However, does carrying a medium load of gear drop his speed to 15'?
Or will it only have an effect if he is carrying a heavy load? I can't quite get a clear reading under Additional Rules in the Core.

If your character is wearing armor, use the worse figure (from armor or from load) for each category. Do not stack the penalties.
