Never heard of it, in fact I think that is a Fan Created Race.
So lets start with some basics, anything that is going to be legal for PFS is going to be Published by Paizo, which puts Ursyn right out.
Anything Legal for PFS will be Found in the PFS Guide or Additional Resources.
Now for Boon for Races, they can only be found at Conventions or events large enough (15 tables) for boon requested support from Paizo. Even then not every convention will have Race boons, and many I have noticed recently only give Race Boons out to GMs.

You can show up naked and play a human,elf, dwarf, gnome, half-elf halfling half-orc.
You need own a book or PDF with tieflings (part demon), Tengu (Crow person), or Aasimar (part angel) to play a tiefling, tengu, or aasimar.
By going to conventions or trading for a boon in the boon trading thread you can get a boon to play
Kitsune (fox person)
Naga (snake person)
Oread (rock person)
Ifrite (fire person)
Sylph (i think)(air person)
There are also some hyper rare boons out there that were one time things that you may have to wait a looong time for.
Gripli (frog person): gencon DM's that spent the entire weekend DMing got these
Goblins: 35 winners from the race for the runecarved key special at paizocon? got these.
A catfolk boon was auctioned off for charity, guaranteed not to be opened for a year.

Hello, oldmcbuddha. It's great to have you. Welcome, and please ask any questions that might come up. There's a ton and a half of information about Pathfinder Society, and we work as a community to help each other keep up on it. Kudos to your friends who are giving you some guidance in getting started, and especially kudos to you for starting this thread and asking a question.
I wasn't able to find any references to "ursyns", but there is a were-bear kin race in the "Blood of the Moon" player companion, a 32-page product that was released a couple of months ago.
To see whether material from any non-Core product is legal to use in this campaign, we can look at the Additional Resources document, as Dragnmoon explained. Paizo updates that every month, to keep it current with any new releases that might have come out. Unfortunately for us, the Additional Resources document has a note:
To create a skinwalker (which includes all were-kin), you must have a Chronicle sheet that opens the race as a legal option at character creation.
These Chronicle sheets are usually awarded as prizes at conventions, and I haven't seen any (so far) that open up any skinwalker characters. So, if you see anybody walking around with a were-bear PC, you should be suspicious.
Having said that, there is a Ranger archetype called "shapeshifter" in the Advanced Players Guide. Checking the Additional Resources document again (because the APG isn't a Core book), we find that it's a legal choice. That might be to your liking.
