It's the skill a non-flier uses for control when he's got some sort of magical flight...basically.

I wouldn't say this is particularly well-defined, but there is a precedent in jumping with mounts - you use the lower of your Ride or the mount's Acrobatics (to Jump). I can't think of any Fly checks where this would be particularly appropriate though, except perhaps the Fly checks in wind storms.

You have to be able to fly to gain ranks in this skill.
...but natural flyers rarely need to roll, as they tend to have built-in maneuverability, or a skill high enough to compensate.
