I can't really answer that (you may want to send an email to customer.service@paizo.com), but even if you don't intend to run the first adventure of the AP, the first book tends to include a decent amount of background information that will be useful even for the later volumes.
This is especially important for those APs that include recurring NPCs who are first encountered in volume 1, but in my experience it applies for most of the APs, regardless. Plus some of the monsters from the first book's bestiary section may be re-used in later adventures as well.

I think you really do need to at least read the first book of each AP. The first book often sets up the conflict and foreshadows themes that will recur throughout the story. I can think of several APs where starting cold with Book 2 won't make much sense to either the players or the GM!
If you hate first-level play, you can start your PCs at a higher level, and run a slimmed-down higher-level version of the first book's adventures. Include just enough to get the storyline across. That will be a bit more work on the GM's part, but it would solve the problem you have with low-level play.
I can think of a couple of APs where the first volume is the strongest of the series. Not including that volume would be, in my opinion, a disservice to both the GM and the players.

I agree with the others that, even if you don't plan on running them, the first installments might be worth the $22 to give you the backstory and starting pieces that you can then weave into the beginning of volume two.
As far as just not recieving part one every time, I'd say contact customer service. If not than the only option would likely be to just unsubscribe and resubscribe every February and August.
