I think this is a question for your GM.
Most APs make the assumption that the year in Golarion is the same as the publication date (reference date: 2007 CE = 4707 AR), but a GM can move that date around as she sees fit.

All the AP's can be run at effectively any point, however the official "current" year is 4713.
This is the general rule, but there are exceptions. Shattered Star is assumed to take place after Rise of the Runelords, Curse of the Crimson Throne and Second Darkness, and Reign of Winter has to take place in 4713 AR.

Reign of Winter doesnt HAVE to start in 4713. Thats just how the inner sea timeliñe states baba yaga returns to golarion, it can be tweaked to suit your own personal campaign. They all start in whatever year you want, and shattered star is technically a sequel but CAN be run before it with just a few adjustments to the intro script of shards of sin

With the exception of Reign of Winter, which we DO assume starts in 4713 (that's the whole reason we waited until then), none of our APs have a hard-coded start date. We do make the soft assumption that they start in the corresponding year the first part is published... which means that Wrath would start in 4713, but if you want it to start earlier or later, especially if you want to maintain your own Golarion canon with previous campaigns, you can start whenever you want.
That said, there's a big timeline of all the major Worldwound events in The Worldwound on the inside back cover. That lists the current year as 4713, and gives the date of the end of the previous crusade as 4707.
