You know what will happen if that came to pass?
There would suddenly arise a massive NPC barbarian invasion, the massive kingdom would fall, and we'd all get back at fighting comfortably amongst ourselves again trying to rebuild.
Wouldn't that be cool if they handled runaway power blocks in that fashion? How fun!

What it guarantees, virtually, is that if you lose your settlement you will it will probably be months if not years before you have one in your control again.
Imagine, you lose a Tier 3 settlement, now you are a refugee with access to just your tier 1 skills now. You lost it with tier 3 skills, so what makes you think you will recapture it with tier 2 skills?
Then there is the alignment issue. You will have to find a settlement that meets your alignment. Then even if that does exists, you will be a probationary member to their settlement, and may not get first round dibs on training. Then at some point, long down the road, are you going to convince them to go to war to recapture your former settlement?
Why would they risk a war for you. Why would they help you set up your own settlement, and potentially become a competitor for resources?
The loss of a settlement, especially a top tier settlement, is like a collective, temporary, but potentially long term, character wipe.

Most would be unlikely to get first round training in any event, but doesn't it make more sense if active training is only required for new skills, whereas simply belonging to the t3-facility settlement might be all that is needed to maintain/refresh/renew a skill you have already acquired? So as soon as you are accepted into 't3 Town II' you regain your trained t3 skills without having to queue up for a training slot. True, by that time, you would surely be ready to queue up for a training slot for new skills you have gained the exp to achieve.

I was under the impression it was only certain skills you lost if you no longer had access to the training facility.(I may be wrong on this as I admit I wasn't paying much attention). I got the impression there were skill such as making an assassins mask or some cleric skills for example where access to a temple would be needed. It certainly doesn't make sense that losing access to a training facility would make a fighter forget how to do a riposte

That old place, not so much. But devs say there will be huuuuge... tracks of land in the frontier either empty or inhabited by new (likely inexperienced or unorganized) groups for your cohesive group to move into. One fish beat you up, but change ponds and suddenly you can be quite a big fish again.
And nothing says you can't plot/scheme/assist their downfall from your new spot.
