Note: I'm not sure if I made a thread about this already or not, but I'm lazy and don't feel like sifting through stuff to find out.
As we all know, there are spells whose strengths scale with those allotted by the caster level of the spellcaster. Some of the most common ones are Haste, Fireball, CLW, etc. There are also some spells whose maximum Caster Level can be taken beyond Level 20 (the highest Character Level possible); the most common one that comes to mind is Breath of Life (which I believe has a +25 maximum).
However, there are feats and traits that increase the caster level of certain spells or spell types (or even in general).
So we take a 20th level Wizard. He wants to craft one of the most powerful items in the game, Boots of Speed. He has the spell needed to craft the item, and has feats/traits which increase the Caster Level of the spell being cast into the item, making it a possibility to cast at a level higher than 20. So he functions as a Caster Level 23 (just for example; I think there is +2 from Spell Specialization feat and +1 from a Campaign Trait [Lore Seeker]). Going based off of this example, the character can theoretically create CL 23 Boots of Speed with 23 Rounds of Haste usable per day.
But is this sort of power allowed by RAW/RAI?

There are no caps for caster level. There are even rules here that allow for spellcaster progression past 20th level.

On a somewhat unrelated topic, would the increase of CL for an item such as Boots of Speed actually increase the rounds allotted from it per day, or am I just making a bunch of theoretical nonsense/munchkining?
I'd personally think it would, since you're increasing the CL, which for Haste as the spell, increases rounds based upon the CL. But there really aren't any rules that point toward this other than how it functions as a spell, which doesn't really have jurisdiction being implemented into an item.

The magic item entry always assume the caster level for the item is what is used. If a GM wants to assume the actual caster level is applied he can, but he should increase the price since the item would be better than what is in the book by default.
This. You could make those boots of speed but they are going to be pricy. I would say about 27,600gp or so...
