In our campaign my players are moving through an area on dog sleds. They have come to a point where 80 ft in front of them are 4 rangers with bows ready to attack. They have decided not to stop but to plow oon through.
Do they gain some advantage against the attack because I think they have a movement rate of 70ft on the sleds. It seems it would be more difficult for the ranger to hit them moving at that speed.

I am not aware of any penalties that would apply. Perhaps somebody more learned than I could find something.
I will point out that as GM you do have some discretion regarding bonuses and penalties. If it makes sense to you that there should be a penalty for the enemy rangers, give them one. It seems like a -2 or -4 would be fair when shooting at a moving target with 70ft movement. I would propose it to your players first though. Make sure they are ok with you making a house rule, and ask if they think it's fair. You are the king at the table, but more of a constitutional monarch.
That's assuming this game is NOT PFS. If it is, you probably can't do any of that.

As far as I am aware, there are no penalties for firing at a rapidly-moving target.
In fact, it seems to be quite the opposite: A target that is running (quadruple movement speed) loses its DEX to AC. That doesn't apply here though because they can't move that fast.
I would guess that the sled's maximum speed will be twice the speed of the creatures pulling it (this is based on the stats for a sleigh and a chariot; for whatever reason the dog sled in Adventurer's Armory discusses carrying capacity but not maximum speed). The sled dog is considered a specially-trained riding dog, which has a movement of 40 feet per round when unencumbered, so looks the sled can move a maximum of 80 feet per round.
So in actuality - they aren't moving all that fast, and because of the type of vehicle they also can't really do any evasive maneuvers, meaning that the Rangers can rather easily lead them with their shots.

By RAW their movement speed doesn't impact the archers ability to hit the enemy. However, distance between the archer and target might, though composite longbows have a range of 110ft. Apply distance and you've got a range of 220ft. Apply far shot feat and you only receive a -1 penalty per range increment instead of -2. So at 660ft they would only have -2 to attack.
