Check this thread for some artists who take such commissions. I'd heed Ellis' advice on keeping such requests courteous as most of the artists have plenty of paying clientele already.

On one of the Know Direction Paizocon podcasts someone (I think it was Louis Porter Jr.) recommended that if you are looking to commission a piece of art, do the following:
-go to Deviant Art (or a similar website)
-find an artist that you like (Wayne Reynolds, for instance)
-look at the "other recommended artists" for someone that has a similar style
-Start surfing around until you find a list of artits
-Start sending emails to all of them to find out how much you can get your artwork for.
-if you pay as soon as the art is done, they will understandably be willing to work for you again. The inverse is also true: If you don't pay them, they probably won't be willing to work for you ever again, and will likely tell other artists to avoid you too.
