I think the older stand alones were written before most modules were legal for PFS, and they include the iconics as pregens who are loosely 15 point buy.
I would hazard a guess that a randomly assembled group of 20 point buy PFS characters is (generally)weaker than an actually planned out, teamwork oriented 15 point buy non-PFS party.
So I guess that the stand-alone modules are probably also "intended" for 15 point buy if they are used outside of PFS. But really, the point buy your home group should use for any adventure is the one you are comfortable with and gives you the most fun, not the one the developers "tell" you to use.
PFS scenarios, which are also packaged as stand-alone short adventures, are definately built around 20 point buys, but with randomly assembled parties.
Personally, I really enjoy working with 15 points while still making a concept-driven character who is effective, but many people find 15 too restrictive.
