Not sure where else to put this. One thing my gms in the area have been dying for is minis of bartenders, barmaids, dancing girls, and townsfolk in general. The only set I have ever seen is a Reaper metal set. Anyone have any idea if Paizo would do a builder set in the future, similar to a We Be Goblins, but maybe like a We Be Townsfolk? Would there be any support on here for something like that? Who would I contact to get this idea in their collective heads?

As a GM, I would love to see this myself.
As a store owner, this is one of the top requests from GMs that I am unable to fulfill (D&D Minis had very few of this type of sculpt, and the non-weapon-wielding PF Minis have almost all been at rare). I would sell tons of a "builder" set that had this composition.

The new Reaper Bone's include a townfolk set. As these are made of plastic they are much cheaper than the metal ones. As the rewards have shipped from their Kickstarter last year I bet you can find tons on Ebay.
If my only option is to buy them and assemble and paint them myself, it seems like there is a real niche to be filled here.

I thought the Scene Setters were quite a bit larger than the 28mm fantasy figures. Do you have a picture of them next to some pathfinder figures?

If paper minis are okay, do an internet search for "drywtheharper projects cardboard-warriors."
Dryw has a series of free "Imperfect" miniatures. The artwork is descent, the price is right, and they are very simple to cut out.
Villagers, Tavern Employees, Entertainers, Watchmen, bad guys, good guys, children.
I love painting, but I can print out and assemble a whole village of people faster than I can paint them.

If you are looking for only prepaints, you will be waiting a long time. Prepainted plastics only work for minis that will sell really really well. Townsfolk is not the sort of thing that is going to be a best seller so I doubt you will ever see it in prepainted form. Your best bet is the bones when they go on sale or from ebay and paint them.

Oops--I did miss that! I don't have a picture handy but will see if I can dig a few out and snap one for you. It isn't too significant, but my minis run on the slightly-larger end of the spectrum as it is, with most of my collection being Rackham Confrontation, which tend toward the upper scale of 28mm. Not that that line looks particularly out-of-whack with Pathfinder Battles either. And the townsfolk aren't as bulky as the voluminous-robed wizards and bulbous-armor-bedecked knights we're used to, so they might be a touch tall, but not overbearing since they're relatively skinny. So, I wouldn't say the Scene Setters are as big as 32mm or anything, but certainly serviceable.

The linked description lists them as being 1.5 inches tall, so definitely on the tall side, but not completely out of line.
Yeah that's a way-big description from how I remember mine. I own the monks from that line and they work just fine.
Hobby Lobby sells this line, by the way. If you've got one nearby, check them out.
EDIT: In fact, I have to run an errand to Hobby Lobby...I'll bring along a Pathfinders Battles Valeros and snap a picture next to the package...a lot easier that digging out my current batch from god-knows-what-box-they-re in! Will post shortly!

The pathfinder battles line has a few sculpts so far with at least non-fighting poses:
Aldern Foxglove (noble, RR)
Ambrose Kroop (cook, S&S)
Human Druid (no weapon, HM)
Rosie Cuswell (carries but doesn't wield a weapon, S&S)
Sandara Quinn (carries but doesn't wield a weapon, S&S)
Queen Ileosa (noble, LoG)
King Irovetti (noble, LoG)
And Erik stated that there are more slots in future sets set aside for minis like this.
@OP: Once there are a few more sculpts out there I think chances are good for a builder series you described. There are more folks like you out there that constantly ask for more non-combatants

Yeah, definitely a misleading description/measurement. Just got back from running a Hobby Lobby errand and snapped a couple of shots of Ezren and Merisiel slumming it with the common folks:

In retrospect, Merisiel wasn't the best choice of representative mini since she's squatting a bit, but you get the idea!
