There's no such thing as a tier 1-2 scenario. However, there are tier 1 scenarios (First Steps trilogy), and tier 1-2 modules (e.g. Murder's Mark, We Be Goblins).
The relevant rules are on page 21 of the current PFS guide:
All Tier 1 scenarios and Tier 1–2 sanctioned modules are available for unlimited replay with a 1st-level character for credit. The sanctioned modules can also be played with a 2nd-level character once for credit. You may continue to replay the sanctioned modules with 1st-level characters after playing through them with a 2nd-level character. GMs can receive another Chronicle sheet each time they run one of the Tier 1 scenarios or Tier 1–2 sanctioned modules. No character can ever have two of the same Chronicle—the Chronicle must be applied to a different character each time.

Think of it this way: Replay is only for level 1 characters in level 1 adventures. Period.
Level 1-5 or 1-7 scenarios don't allow replay, because they're intended for characters of various levels, most of which are above level 1.
Level 1 scenarios (First Steps) do allow replay, because only level 1 characters can play them.
The only confusing part comes from level 1 modules, because they're for level 1 characters and allow replay, but there's an exception that lets level 2 characters play them, too. Level 2 characters can't replay them, but you can play them once with a level 2. You can replay them over and over with various level 1s. This includes scenario length (1 XP) modules such as Master of the Fallen Fortress and We Be Goblins!, as well as full length (3 XP) modules like Crypt of the Everflame and Murder's Mark.
