You know nothing of Javert! - Help with a LN Inquisitor / Ranger?

So I've been asked to GM a small campaign probably set in Ustalav. The idea is going to be that the party starts out as being hired to accompany this absolutely obsessed Inspector who is hunting down an escaped convict. The con allegedly murdered numerous people during a jail break. Blah blah the Inspector is Javert-ing him across the land to bring him to justice. He's long since given up caring on WHY the man is wanted, just that he is brought to justice. He see's the world in absolutes. Black and White. Law and Disorder.

So, I'm thinking Inquisitor or Ranger with Human favored enemy. I'm not too familiar with the archetypes of these two classes, and rather than dink around looking at them, I'd ask you fine people. How do I make a law-obsessed manhunter who is a royal official and has the authority AND power to carry out his task?
