The current core rulebook (Champions Complete) is on amazon for 36 bucks.

The HERO System Core rulebook book 1 is out of print, and has been for a while.

The completely different name through me off. When I searched "HERO System" after hearing about it the most recent rulebooks with that in their title were priced tremendously high for a rulebook. Them being older editions out of print makes a lot more sense now.
