Wand of Infernal Healing -
Does this wand detect as evil?
Can you use Teifling blood to craft this wand, cast Infernal Healing?
Never thought of wands as evil, though you make a good point. It contains evil magic, so would probably detect as evil.
A devil based Tiefling, probably wouldn't have pure enough blood, in my opinion to be a proper source. Though if the Tiefling with fast healing would probably count enough, or a Tiefling Sorcerer with the Infernal bloodline.

There are a number of evil objects in the game. However, there is no RAW to state that spell-trigger or spell-completion items are evil if they store evil spells. I would say this is firmly in GM Fiat territory.
Regarding Tiefling blood, no. Tieflings are not Devils.

Teiflings have the outsider category. If they have the heritage 'Hellspawn', most GMs would probably let a Devil Bane weapon hit them hard due to their bloodline.

Nope, but if its caster level is 6th or higher (Unlikely due to the wand's construction, but possible due to abilities like Staff-like Wand) targets hit with its spell effect will radiate a faint aura of evil during its duration and for 1d6 rounds afterwards.

Infernal Healing is from the Inner Sea World Guide. Its a snazzy spell for healing but comes with a few downsides and debates.

The only precedent for this I could find is staff of dark flame. It contains animate dead which is evil spell, but the item itself does not gain evil descriptor.
