1)Can I download DnD Encounters to use them with my friends or they can only be obtained at stores?

I believe that you need to get them from WOTC and be affiliated with a store. In fact you'll find that the whole package in good condition sells on ebay for a reasonable chunk of change.

Encounters (and other organized play like Lair Assault) is part of an ongoing effort by WotC to encourage people to visit local brick-and-mortar gaming stores and give them business, so they're fairly strict about making sure that it stays confined to gaming stores. So there are no straightforward ways for individuals to get ahold of them. There are less straightforward ways that you can get a copy, however (eBay being one of them).

Having Written, or Co-authored multiple LFR modules, I'll say this. I never once have been paid, or contracted for my work. Everything I did was by hand, formatting to fit a template provided. LFR Authors arent paid, or reimbursed for the multiple hundred hour works they release for a four hour adventure.
Please dont compare the two, and then say quality issues unless you've written for either company.
