I thought I was understanding quite well how to generate the random Magic Items that are supposed to be in my town, until it started getting into specifics regarding scrolls and potions. Here is my problem that I would appreciate some help with:
I'm creating a small town to start my adventure off in, and I understand that a small town has a base value of 1000 GP. I've followed the tables to determine how many magic items I should have in the town (minor, medium, etc.)and then proceeded to rolling to determine what kind of items they should be. In my rolls, I have come up with 3 scrolls and two potions that should be available. This is where I am having trouble. No matter how many times I try and read how to create scrolls, I cannot understand the process.
I've used a couple "random scroll generators" found on the internet, but they scrolls usually have multiple spells listed on them, and their prices are way less than the base price of the town. My question essentially is how do you determine how many spells are on one scroll, and how can the prices be so low, if according to the core rulebook anything priced below the base value should be readily available?

In order:
1) Randomly determine level of the spell depending on magic item level they were rolled for (minor, medium, etc.)
2) Given the level of the spell on the scroll/potion, randomly determine the spell.
Ultimate Equipment has a very extensive set of tables in the back for this very scenario. Also the scroll generators you found probably weren't designed with Pathfinder in mind given that there's only one spell per scroll/potion.
