Here's the plan. Kobold Clerics have an alternate favored class bonus allows them do deal one more damage per level of channeling damage to enemies denied their dex bonus.
Worshippers of Urgathoa can cause enemies to become shaken if they fail their will save against channel energy.
How do I get these shaken enemies to become flat footed, thus grabbing the extra damage?
There is the "Shatter Defenses" feat, which causes shaken enemies "hit by you" to become flat footed. I assume "hit by you" doesn't include "hit by your channel"... or does it?

Here’s one important point. Altho when you are ‘flat-footed” you do lose your DEX bonus and thus as vulnerable to sneak attacks, most things that make you lose your DEX bonus do NOT make you flat-footed. The two are not the same in PF, Flat-footed generally only (that feat aside) occurs in the first round, before you have acted.

It is incredibly difficult to cause someone to become flat-footed in combat. Shatter Defenses is pretty much it. (It's often easier to dish out worse conditions like paralyzed than it is to make someone flat-footed.)
"Hit by" generally requires an attack roll of some kind. Given the specific pre-req of
proficiency with weapon
in the Shatter Defenses feat it is implied that you have to hit your enemy with the selected weapon, much like the prerequisite Dazzling Display says. It is odd that it doesn't state that explicitly.

There's a 7th level gunslinger deed that can make your target flat-footed till it's next turn.
Indeed. But it's a standard action to perform and lasts until the start of its next turn. It's a good tactic to delay until right after its turn and then use it so everyone else can attack it flat-footed but it does nothing to help *you* attack it flat-footed.
The other problem is that if the enemy has uncanny dodge (which there are a lot of ways to get) it simply *can't* be caught flat-footed. It doesn't matter what you do, it's immune to that condition. (It can still lose its Dexterity modifier if the conditions are met, but you can't make it flat-footed.) Every time I try to build something to make use of a flat-footed ability I seem to find something else that would render it worthless. I would love to build a Deadly Stroke fighter but you have to
1) Make the target shaken
2) Make it flat-footed with Shatter Defenses
3) Hit it with a Deadly Stroke (standard action)
So anything that is immune to fear (paladins, undead, some others) or being flat-footed (rogue, barbarian, ninja, several archetypes and prestige classes) can't be affected at all. Then you need at least 3 rounds to get it going or one of the highly specialized ways to intimidate that's not a standard action (in which case you can get them to step 3 in as few as two rounds). There's just so much else you can do that doesn't fall apart as easily.

Well! This is kind of odd, since channeling doesn't require any kind of attack roll, but for the list of what causes an opponent to be denied their dexterity bonus you've got:
The attacker being invisible.
The defender being blinded, cowering, flat-footed, helpless, pinned, or stunned.
Perhaps that will help. Causing flat-footed in the middle of battle is not terribly easy, as far as I can tell.

^ In regards to dropping invisibility? Without a doubt.
And like I said, it's definitely odd. Most of the 'denied dex bonus' situations are for when you're, you know, actually attacking specific enemies, hence how these can come into play.
But hey, if those Kobold Clerics say they need to be denied dex their bonus... *shrug*
