I am going to be running a home game here in the next week and need some advice. The Party will consist of 3 to 4 players of 3rd or 4th level, my question is is a fort save dc 17 too high for their level? what would be an appropriate DC for 3rd or 4th level characters? I want the game to be challenging but not deadly necessarily, the Plague will kill the villagers but I don't want the characters to get infected unless they roll badly.

17's not too bad for level 4.
The guys with good Fort saves probably have a +6/7/8 by then and the guys with bad Fort saves will frankly always have bad Fort saves so pulling the punches won't really do anything but make it more humiliating when the party Barbarian goes "Lol I couldn't have failed unless I rolled a 1 or a 2" and the Wizard goes "But I rolled a 10 and I was still one off... ='("

Didn't they recently say it was spread from birds (like bird flu) - and people who needed to subsist on game birds, geese, ducks, and so forth all came down with it?

Various antibiotics are effective. Have then go on a quest to the local pharmacy to retrieve some Cipro.

The Black Death was mostly spread via mice and rat. Their fleas would bite people and infect them. If you want to make it a little easier on them, you could add an incubation period. That is to say a chunk of time where the effects have yet to set in. That could also add some cinematic tension toward the end of the adventure.

Don't tell them the DC of the check or if they passed or failed, just write down their number and move on with the adventure. I played in an adventure last year where we were looking for the cure for a plague, and periodically we would be asked to make Fort saves and it wwas really frightening at first (eventually we had a magic cure for ourselves so it wasnt a bother). Maybe (and I'm getting into completely made up symptoms here, I don't know if you want to restrict yourself to an actual illness) After being bitten and infected, they wake up with green sores on their body, so now they know they're sick and they only have X days before their stats start being drained and they start racing for the cure even faster.

Consider using parts of creatures that are immune to disease or heal so rapidly that sickness is not an issue for them. Make them find some part of a troll that does not regenerate, like, teeth or claws. A troll or two should be a challenging but not overwhelming encounter for a low-level party. If they are suffering from some effects of the sickness then confront them with only one troll.
Or make the troll an intelligent one who will bargain with the party. He will give his hair or teeth (since new ones will grow back) but the party must do something for him first. Perhaps the troll has a fire-wielding enemy that he fears and wants the PCs to dispose of for him.
