I only skimmed this, sorry if I missed it. Has there been a clarification on if characters with both vital strike and spring attack can use them together or was it only an alternative option? If they could be used together, any word on how many times it could be used in a full attack? I personally would like to see that it can only be done seperate but if the villains can do it to me than I should be able to do it myself. Anyone else surprised UC did not have a feat or archetype that could do both together?
When I GM private games, I go through the plays stuff and always find they made errors. The only time it surprised me was once when a player only had a single mistake but it was against him and not in favor of him. A level later he tarnished what I considered a good reputation just for being so close to perfect. I caught him spending money on boarding for his animal companion even though he took the 3.5 Vow of Poverty feat from the book of Exhaulted Deeds. Not just a saddle or something like that but armor!

1) You're errors for 0- and 1st-level spells are true. However a 7th-level bard does know 4 2nd-level spells, so that part's correct in the stat block.
I'd add that instead, the spells per day for 2nd-level spells for this character should be changed, or at least a note added. Stat block says he can cast 4 2nd-level spells per day, which is true. However his stat block has been modified with a casting of eagle's splendor, which his Before Combat information says he's already cast. Assuming he didn't cast it from a scroll, this would reduce his remaining castings of 2nd-level spells from 4 to 3.
2) The skill points are technically correct. As I mentioned earlier, versatile performance isn't taken into account when stating skill points, since you merely have the option of using the Perform skill in place of the other skill. Ranks are still used when calculating if you qualify for feats and other things, so unless you're bard has Deadpool's power of meta-awareness, he wouldn't have the foresight to intentionally avoid improving some skills because he'd be able to just use versatile performance later, instead.
So ignoring versatile performance, his skills work fine; put 1 rank into each Knowledge skill and 7 ranks into everything else, except Diplomacy, which gets 0 ranks.

Pg. 30 - Gambler
One more issue with the gambler. All of these NPCs for the PC classes are using the standard array for their ability points. That is, they start with the scores of 15, 14, 13, 12, 10, and 8 mixed up and assigned for their abilities. The gambler seems to be breaking the rule slightly. Let's look:

So if we "reset" his ability points, removing racial bonuses and penalties, his belt of giant strength +2, and the bonus granted by his already-cast eagle's splendor spell, we get:

Remember he's also 7th level, which means he has one more ability point lurking around in there from when he hit 4th level. All of these bards threw their new additional ability points in Charisma (as they should), which means Cha would have originally been 15.
This leaves Str as our odd man out. What's most likely is that the belt of giant's strength +2 was actually calculated as a +4 (like the bonus from the spell bull's strength rather than the item). This makes sense, as our only missing number from the standard array is 14.

if they are doing this to so you the ranks taken so show you what was going on before VP, great.That would be more realistic that the bard would take ranks in a given skill and level 2 as opposed to some one building a bard to level 16 and ignoring it's "skills past".
I'd like some kind of note saying VP was ignored to show true ranks applied and that the skills are better when you use VP.

I thought that a 1st-level character can't have more than one rank on a given skill.
So with only one rank in Sleight of Hand, we have one rank for Use Magic Device. Since that's a class skill, Use Magic Device would be +1 rank +3 class skill +3 Cha = 7, so the book is right in saying "Use Magic Device +7".
In short, just change "Sleight of Hand +6" to "Sleight of Hand +5" and the rest of the stat block is spotless, right?
Again, someone please correct me if I'm wrong. I hope to use this NPC soon.

Oh, wait a minute. The Wild Lancer on p. 12 is 5th level, but chopswil says +7 ranks in Climb.
According to chopswil, the 20th-level barbarian on page 25 has 21 ranks in Acrobatics, the 2nd-level bard on page 26 has 3 ranks in Sleight of Hand, the 3rd-level cleric on page 45 has 4 ranks in Knowledge (arcana), and so on.
Yet the PRD says you can never have more ranks in a skill than your total number of Hit Dice.
I'm beginning to guess that chopswill never meant to imply that those NPCs had that many ranks. I guess he's only pointing out that the skills don't add up, and leaving us to decide how to fix them.
Am I making a fool of myself for stating the obvious here? It wouldn't be the first time.

I show the math I think would make the skill add up to the number stated in the stat block.
In doing so it highlights possible "issues"when I run out of skill points the rest of the skills show up as 0 ranks.
so when you get down to "Use Magic Device +3 = +0 ranks, +3 Cha"
since there are no skill points left to assign this is what you are left with.
True, if you did have a skill point to spend you would get the stated Use Magic Device value for the reasons you gave.

it means the character has 1 HD but 2 ranks were given, a rule violation
skills are tricky, when you change one it usually effects the others so I leave up to the people at Paizo to make the call. It's tough to know what the author "meant" to do.

No, the world won't end, but still, once I took out a few minutes to check your correction, I might as well use it. And while it's SOMETIMES tough to know what the authors meant, especially with skills, I think that in the case of the Tavern Singer, the intent is obvious. He's only 1st level, after all. Clearly, Paizo just forgot the -1 armor check penalty. I'm running a 3.0 module, and I already had to jot down in my conversion notes "For <a certain NPC>, use the stats for Calvos, the 'Tavern Singer' from the NPC Codex, page 26." It's no trouble to add "Sleight of Hand +5". It's certainly nothing compared to converting an entire stat block from 3.0.

Adding to this, this character's ability scores don't come out to the elite array I mentioned earlier (8, 10, 12, 13, 14, 15) UNLESS you treat Cha as being boosted to 22 with eagle's splendor as chopswil mentioned. If Cha were boosted to 22, then that mean base Cha would be 18. This would make the ability scores:
Str 8
Dex 12
Con 10
Int 13 + 1 (4th-level bonus point) = 14
Wis 14
Cha 15 + 1 (8th-level bonus point) + 2 (human) = 18
Also, a bard at 9th-level has 4 2nd-level spells, so that part's correct. What should be noted though is that 2nd-level spells per day should be reduced to 3/day, as the bard in this example has already cast misdirection and eagle's splendor once each.

Chopswil's correct about this. Charisma should be 22 with eagle's splendor as the spell would overlap the circlet, resulting in only a net gain of +2 to the score.
This means that with the spell, spell DCs would be reduced to:
0-level: DC 16
1st-level: DC 17
2nd-level: DC 18
3rd-level: DC 19
4th-level: DC 20
Also since without eagle's splendor the circlet would still be giving a +2, for the Base Statistics entry, change "reduce spell DCs by 2" to "reduce spell DCs by 1".
This also means all Charisma-based skills should be reduced by 1. The skills listed within the Base Statistics entry are correct. Not taking versatile performance into account the skill points add up nicely.
Lastly, and this has nothing to do with chopswil's error as it's wrong even with the incorrect Charisma score in the stat block, bardic performance rounds per day and concentration are incorrect. Temporary bonuses to abilities (like the one eagle's splendor provides) don't affect these two things.
Bardic performance should be reduced to 27 rounds/day.
Concentration should be reduced to +15.

Similar to what I mentioned above, according to the rules, temporary boosts to Charisma only increase Cha-based skills and spell save DCs for Cha-based casters. The rules say nothing about increasing concentration, as well. The Base Statistics block of this character (as well as all other bards that cast eagle's splendor on themselves before combat) support the theory that there's an error, as when the spell's not in place, nothing is mentioned about lowering concentration.
Concentration should be changed to +9.

Chopswil's right again, and the stat block should have Cha as 21.
Because eagle's splendor is a temporary bonus, bardic performance rounds per day and concentration don't get increased.
Bardic performance should be 27 rounds per day.
Concentration should be +14.
As far as skills, I did that thing where I don't factor in versatile performance, but skill points still came out incorrectly. 65 skill points out of 66 used.

Similar to what I mentioned above, according to the rules, temporary boosts to Charisma only increase Cha-based skills and spell save DCs for Cha-based casters. The rules say nothing about increasing concentration, as well. The Base Statistics block of this character (as well as all other bards that cast eagle's splendor on themselves before combat) support the theory that there's an error, as when the spell's not in place, nothing is mentioned about lowering concentration.
Concentration should be changed to +9.
Again, and I don't know why I forgot to mention this when I first posted this, bardic performance rounds per day is also wrong given the temporary bonus. It should be 18 rounds/day instead of the 20 listed in the stat block.

Not an error. Gnomes add +1 to the DC of saving throws for any illusion spells they cast.
Yes, ghost sound should have a DC value, but now that I think about it I'm not sure if the DC should be 16 or 17. Gnomes add +1 to the DC of illusion spells they cast, but I don't know if that translates to spell-like abilities, as well. Anybody know this one?
