Those bonuses are separate, since they are not Strength modifiers. They are just straight out damage bonuses.

The only amount that is multiplied by 1.5 is the total Strength bonus. Power Attack isn't really multiplied, just adds 3 instead of 2 per "rank" of Power Attack you choose to implement.

It's a flat bonus. It doesn't really matter when you add it in because you are simply increasing the damage by +2 for each.
