How could I build the Scarecrow inn pathfinder? I'd love to introduce a villain who uses fear as a weapon, possibly using bombs or alchemical concoction that provokes the players to be shaken in fear? Would he be a alchemist whose focus is distilling concoctions that appear to be gas to instill fear and demoralize his enemies? If he was a alchemist what discoveries would be good to use?

I don't know, but I imagine you could add illusion and necromancy spells that could work as hallucinogens to an Alchemist's formulae list. Though you'll need approval from your DM or, allow your players to access that capability as well.
RPing it, He could basically throw a liquid potion into a square and as the vial breaks it turns to a vapor that gets into your system via skin contact or inhalation. People making a save from the affect would have to make a DC will save -2 for every round they're in the gas after that. So after two successful saves it'd be -4 and three it'd be -6. Standing in the Scarecrow's gas isn't recommended, unless you're batman, in which case, Scarecrow's screwed.

The only alchemist discoveries that really fit for a Scarecrow-type that currently exist are Madness Bomb (Wisdom damage, but high-level and not that much damage) and Confusion Bomb (very nice, no save, but single-target as opposed to the normal AoE of confusion).
I've been contemplating writing up an archetype to practice for the Superstar competition, I might cobble something together today for this kind of concept. I definitely think alchemist would be the way to go. You'd have to add some fear bomb oriented discoveries and fiddle with the spell list a little bit.
