This one is just silly.
Everyone knows that Gary Busey is just a fictional character.
Gary Busey would invoke his "Drunken Rage" special ability and it would be over for Skeletor.

There was an episode of He-Man and the Masters of the Universe in which Skeletor and one of his minions were poking around underneath Castle Greyskull, looking for a secret entrance. Turns out the secret door is protected by a force-field, and Skeletor walks directly into it (in mid-sentence), gets zapped, and falls over.
How many supervillains walk into force fields themselves, even when the writers make it a point to pair them up with minions for the scene? Only Skeletor. If it were any other villain, the minion would have hit the force field.

I guess it depends.
I think Skeletor could take the actor Garey Busey, but if he had to go up against him as Mr. Joshua (aka the Albino Jackrabbit) from Lethal Weapon then Busey would win.
It would probably end with a 7.62mm round to old skullys rotten cranial carriage or 00 buckshot to his chest. I give it to the Albino Jackrabbit.

"Skeletor" is a bit of a misnomer anyway. He's got bulgy muscles all over except for his face. "Skullator" would have been a more fitting moniker.
Plus, he's a total boob. Busey for the win.
Busey crashed his bike and hit his head on a curb, and lived. He's got lots of hit points. Busey.
If Skeletor wasn't an incompetent boob, I'd say he wins because he has "Magic". Otherwise, I'm going with Busey, Gary or his son.
I don't think it'd matter, because after the fight, Busey would put some Hank Williams and Willie Nelson on the jukebox. Skeletor would order another round of tequila and wings from that bar wench, E. Lyn, and start shuffling the deck. Then they'd be back to being best buds and wondering who has the better butt, She-Ra or the Sorceress.
