The entry for familiars reads:
Hit Dice: For the purpose of effects related to number of Hit Dice, use the master's character level or the familiar's normal HD total, whichever is higher.
A headband of vast intelligence reads:
After being worn for 24 hours, the headband grants a number of skill ranks in those skills equal to the wearer's total Hit Dice.
Does the headband's property count as an "effect related to number of hit dice"? If a spellcaster were to craft a headband of vast intelligence custom-sized to fit, say, his raven familiar, and had a couple of knowledge-skills keyed to the headband, would the familiar essentially get his master's hit dice in skill ranks in the relevant skill?

Probably should work out like that. Though that would be a pretty significant investment to have a bonus to some d20 rolls by a bird.
Yes, but the roleplaying opportunities (and comedic effect) of having a knowledgeable but snarky bird dispensing information to the party is well worth the price! XD

Skills: For each skill in which either the master or the familiar has ranks, use either the normal skill ranks for an animal of that type or the master's skill ranks, whichever is better. In either case, the familiar uses its own ability modifiers. Regardless of a familiar's total skill modifiers, some skills may remain beyond the familiar's ability to use. Familiars treat Acrobatics, Climb, Fly, Perception, Stealth, and Swim as class skills.
That leads me to believe that the headband would grant skill ranks to the familiar as the caster leveled up.

The familiar, not the master, is wearing the headband.

Sorry to necro this, but do the extra skills granted by the Headband of Vast Intelligence also get applied to the familiar? For example, if my headband grants me my level in ranks of bluff, perception and sense motive do they count as "master's skill ranks" for familiar purposes?
Yes, they would count for your familiar too. Pathfinder doesn't make any distinction rules-wise between "inherent" skill ranks and ones you get from permanent bonuses from magic items.
