So far, Price's vote is the only one Xanos has paid attention to in the slightest. He pretty much ignored Cain's last request of him.
The mistake you seem to be making is in thinking Xanos gives even a single f$~@ about democracy...
To be fair, I totally felt like a jerk when Xanos ignored Cain. That counts for something, right?

Waits for applause to die down.
"And for our second spot, we have Fargo Drinog, portrayed by SuperUberGeek, the summoner. Another round."
Waits for another round of applause to conclude as numerous attempts on Markadian's life is foiled.
"Once again, thank you to all who applied. The decision was quite difficult. Will those selected please join us in the OOC located here. I will send out PMs later today discussing your grand entry."
