NPCs usually use a stat array, rather than point buy or dice roll (although major NPCs should be fully statted out like a PC in my opinion, including PC class levels).
Also, NPCs use different Wealth By Level amounts.
Remember, if you give an NPC PC wealth that adds one to his CR. Same thing applies to giving him PC class levels instead of NPC class levels, another +1 CR.

Yep, an NPC of a PC class with full PC WBL is a CR equal to his level. And you're allowed to modify NPCs stat arrays if you like (though their point-buy remains unchanged).
Many GMs, including yours truly, if using 20 or 25 point buy for PCs, also make any NPC that meets all these qualifications with the same point buy the PCs enjoyed, but that's not official.

Seconded. If the players are extra competent, granting the same bonus to important NPCs (no, I'm not talking the average Joe Blow here) is only logical.
This having been said... is there any official rule on the CR for NPCs that mix PC and NPC classes? What's the official CR of, say, an Ari 2 / Brd 4?
