Can a barbarian in rage Ready an Action or is it considered an ability based on patience?

It's an initiative action. It doesn't say anything about requiring patience. So it doesn't.

In general, if an ability has an exception it is explicitly stated.

Depends on the action really... ready an attack - yes very ragey. Ready an action to read his tome of Dragon Lore... probably not.

Myself I'd rule it requires patience to "prepare to take an action later" rather than hit now.

Though if it was something simple like "Gunkdar attacks first thing in reach." I'd allow it.
