Does the feat "Scorpion Style" stack with itself, lowing an opponent's speed from 30FT to 25 to 20 to 15 and so on?

you have misread the Scorpion Style feat my friend, it is "To use this feat, you must make a single unarmed attack as a standard action. If this unarmed attack hits, you deal damage normally, and the target's base land speed is reduced to 5 feet for a number of rounds equal to your Wisdom modifier unless it makes a Fortitude saving throw (DC 10 + 1/2 your character level + your Wis modifier).

if you hit, and the target fails the save, he can move no more then 5 feet a round for a while. so no, it does not stack, as you can not get slower.
