They can already get a full-progression animal companion through Divine Bond; it's just limited to ACs the Paladin would be capable of riding. I'd see no issue with opening them up to any companion, or at least those the ranger can select. Certainly, you're player's proposed trade in is weaker than what the core paladin gets.

If you're his DM it's up to you. He can as the class is opt to swap out the weapon aspect of the divine bond instead, and get a mount that's built as an animal companion.
