I've DM'd just a few PFS scenarios so I'm still a little new, but I've ran through other scenarios without this kind of issue, and nobody else seems to have had the problem.
When the players reach the shipwreck and go inside,
I accidentally had one of the two dogs inside the Cabin, and that's where Longtung was when it was DM'd for me (and I've completely forgotten where Vorka was, but definitely not in there - we explored the upper deck first and the cabin last). I also forgot - and only just noticed - that the fireworks are in the cabin.
So the problem there is that the goblins may as well just take the fireworks and get out of there without encountering Vorka or Longtung at all if they do their exploration right.
Are they meant to be in the cabin? If so, I assume I've got to move them to the galley now, but that still has the problem of them getting away with the goods free of charge if they don't bother to check the rest of the ship.

I have run this a few times and it usually runs likes this:
Vorka wakes on the second dog encounter. While the party is healing, strategizing, etc Vorka has enough time to drink her potion of barksin, cast spiderclimb, and move to the ceiling.
When the party goes into the room, Lungtung attacks with his tongue 15' from the door trying to draw the party into the cabin while Vorka is casting summon swarm from above.
When the swarm appears Vorka moves out of the cabin to release cuddles from the galley while the party is fighting lungtung and the swarm.(which usually splits the party while the half the group races with vorka. ). From here Vorka moves up into the rigging and casts produce flame.
Usually this battle concludes near the galley.
